Until 1892, Imperial Horse Breeding Department run by the Inspector-General of Civil Veterinary Department, Government of India with headquarters at Shimla.
In1892, the Civil Veterinary Department was constituted in the State to supplement the operations of the Imperial Department and a Superintendent was appointed under the Director of Land Records and Agriculture with headquarters at Babugarh in District Meerut (Currently situated in District-Hapur). In 1920, a Veterinary Advisor to Government was appointed to look after it. In 1929, his designation was changed to Director, Civil Veterinary Department.
Animal Husbandry Department was created in January 1944. Sir Frank Ware became the first Director of the Department. The following subjects were dealt with the Animal Husbandry Department :
Soon after the creation of the department other posts were created for the development, in March 1944 to assist the Director of Animal Husbandry in the various branches of Animal Husbandry.
In order to expand the activities of the Animal Husbandry Department through out the province the Civil Veterinary Department was amalgamated with the Animal Husbandry Department in 1945
Hitherto all the biological products required for the control of livestock diseases and epidemics were purchased from the IVRI, Izatnagar Bareilly. For the purpose of economy and facility it was decided to open a Biological Products Section at Lucknow to meet the requirements of biological products for the province.
